PREAMBLE

This CPM course provides policymakers, central bank staff, and debt managers with the skills and tools necessary to design, implement, and evaluate effective public debt management strategies. Drawing on the World Bank and IMF Debt Management Guidelines, the training covers debt sustainability analysis, risk management techniques, institutional frameworks, and compliance with international standards. The program emphasizes the design of medium-term debt strategies (MTDS), the application of Debt Management Performance Assessment (DeMPA) indicators, and practical tools for managing debt risks and costs.

TARGET GROUP

The training is designed for:

  • Debt Management Office (DMO) staff – operational and strategic units.

  • Ministry of Finance officials – involved in fiscal and borrowing policy.

  • Central Bank staff – monetary policy and reserve management teams.

  • Parliamentary budget/finance committee staff – oversight functions.

  • Auditors and Regulators – evaluating public debt operations.

  • Policy advisors and economists – involved in debt sustainability and strategy design.

  • Regional and local government finance officials – handling subnational debt.

COURSE OBJECTIVES

By the end of the training, participants will be able to:

    • Understand the principles and objectives of sound public debt management.

    • Apply the World Bank–IMF debt sustainability framework (DSF) to assess a country’s debt profile.

    • Develop and evaluate Medium-Term Debt Strategies (MTDS) that balance cost and risk.

    • Use analytical tools to assess refinancing, currency, and interest rate risks.

    • Strengthen institutional arrangements for debt management in line with DeMPA indicators.

    • Ensure compliance with reporting standards and transparency requirements.

    • Apply global best practices to domestic debt issuance and external borrowing.

    • Identify and manage contingent liabilities and sovereign guarantees.

  2. Cancellation Fee - Cancellation of any participant 5 working days before the start day of a course will incur a 20% cancellation fee.
